Can low-cost (as opposed to zero-cost) course sections be identified with a ZCCM designation?

This is not required by the legislation and it is up to each individual campus. At this time, CSUSM is only implementing the required ZCCM attribute. Instructors are encouraged to lower costs wherever possible, even if they don't receive the ZCCM designation. "Low cost" materials are typically considered materials that cost $40 or less.
